RTO Registration Rules Changed for Electric Two-Wheelers – Know the Details

India is rapidly moving towards an electric mobility future, and in line with this vision, the RTO (Regional Transport Office) has announced updates to the registration rules for electric two-wheelers. These new guidelines aim to streamline the ownership experience while ensuring safety and compliance across different types of electric bikes.

Let’s take a detailed look at what’s changing and what it means for electric two-wheeler owners.

Categories of Electric Two-Wheelers

The updated rules now officially separate electric two-wheelers into two broad categories:

1. Low-Speed Electric Two-Wheelers
These are e-bikes with a top speed of up to 25 km/h and motor power limited to 250 watts.

  • No registration required
  • No driving license required
  • No mandatory insurance
  • Helmet use not compulsory, though recommended for safety

2. High-Speed Electric Two-Wheelers
These exceed 25 km/h in speed or 250 watts in motor capacity.

  • RTO registration is mandatory
  • Driving license is required
  • Third-party insurance is compulsory
  • Helmet is mandatory

Registration Process for High-Speed EVs

Owners of high-speed electric scooters or bikes need to go through the full RTO registration process, similar to regular petrol two-wheelers. This includes:

  • Submitting a registration application using Form 20
  • Providing required documents such as proof of identity, address, purchase invoice, and insurance
  • Issuance of a permanent registration number
  • Installation of a high-security number plate

Private electric vehicles will get a green number plate with white letters, while commercial electric vehicles will have green plates with yellow letters.

Tax and Fee Benefits

In support of electric mobility, most states in India have waived road tax and registration fees for electric vehicles. This applies to both personal and commercial EVs. Additionally, buyers may be eligible for state and central government subsidies, depending on the model and battery capacity of the vehicle.

Insurance Requirements

All high-speed electric two-wheelers must have at least third-party insurance, which is mandatory under the Motor Vehicles Act. Comprehensive insurance is optional but highly recommended for added protection. Insurance costs for EVs are generally lower compared to petrol bikes.

Low-speed EVs are not legally required to be insured, but opting for insurance is advisable to cover damage or theft.

Helmet Rules

Helmet use is now strictly enforced for high-speed EVs. Riders of low-speed electric vehicles may not be legally required to wear helmets, but using one is strongly encouraged for safety on Indian roads.

Practical Impact on Buyers

These rule changes bring more clarity for buyers, but they also require owners to be better informed. Many customers are unaware that their EV may fall under the high-speed category, which brings legal obligations such as registration, insurance, and helmet use.

It is important for buyers to verify the specifications of the EV before purchase and ensure that dealers provide complete documentation and assistance in the registration process.

Key Takeaways

  • Identify whether your EV is low-speed or high-speed based on speed and motor output
  • Register high-speed EVs and get mandatory insurance and license
  • Take advantage of government subsidies and fee exemptions
  • Always wear a helmet, regardless of vehicle speed, for your safety
  • Stay informed and ensure that your dealer follows the proper registration process

The updated RTO rules are a welcome move toward structured and safer EV adoption in India. These guidelines not only improve legal clarity but also encourage responsible riding. Whether you’re a first-time EV buyer or looking to upgrade, understanding these new norms will help you stay compliant and confident on the road.
